Missing dll file affecting Photoshop CS start-up

Hi,
This is my first posting. I hope you can help this computer near illiterate to sort out his problem: On launching Photoshop CS I get the message under "Unable to locate Component", application has failed because MSVCRT10.dll not found. Re-installing the application may fix the problem.
I have re-installed CS but the same message appears. It appears 6 or 7 times before Photoshop is allowed to open.
I appear to be able to download this file but I would like to know which folder I should put it in, please.

It should go in C:\WINDOWS\SYSTEM32 although sometimes you have to put it in C:\WINDOWS as well.

I haven't a clue what I am doing. I put a copy of the file in C:WINDOWS and System 32 using the belt and braces approach. I assume it should be in the Adobe Photoshop CS folder in my ignorance.
Should I remove it from two of these places, or doesn't it matter?
How might the file have been lost in the first place, when all was working well for a while?
